Camtasia - PC based Camtasia Studio has an editing application that is useful for creating this mode of delivery. First one takes a recorded narration and then can drag and stretch images along the same time line to match the presentation’s needs.

Garage Band - Mac based Garage Band, comes as part of the iLife bundle. It allows you to paste images on a timeline and adjust the timing for each. The audio features in Garage Band are much more robust than that in Camtasia, by allowing the addition of pre-packaged music and sound effects
